Not completely empty, but with just enough for the initial players and to
get things rolling nicely.

Btw, we can easily control what kind of players we let in at the start to
cut out those who would harm the world by failure the see the concept. When
things clearly start to work and there's already some legends made by the
first heroes we can make the game more open to public.
