That suggests the server had been temporarily down. It shouldn't take more
than 15 minutes to get up again. The error messages in the Win32
networking code aren't so specific at all, so that can also imply some
other problems, if that continues after the 15 minutes. Those problems
in that case might be in your firewall, if there is one.
