Starting locations

I fail to see the point in dividing the players between the initial
starting locations by *alignment*. It is completely irrational.

It will be much more interesting if players can encounter a variety 
of different people wherever they happen to begin their game. If the
division of people between starting locations is done by alignment,
they will not: they will end up only seeing players of alignment_x,
giving the player a false and distorted impression of the game. 

There is no rational reason whatsoever for a division such as this.
