I think this is a good way to illustrate the use of a skill. And we can imagine that if you use your skill with the correct tools, you rise your skill efficiency, or you can make things you can't without tools.
example: I'm Making a torche by puting fire on a piece of wood. It burns for some minutes, maybe an hour, then it is consumed. But if I use a piec of tissue with some oil on it, it could burn all night long.
another example: I manage to create a sword from scratch. It first look like a club, more stunning than cutting. With the help of weaponsmith tools, I can make it cut things, become more maniable and efficient, and eventually it can become good enough to get sold after some good work on it.

The implementation of "manipulative skills" would be very much hard coded into the gaming system. What this means in practice is thatone wouldn't "use create torch" on a stick of wood with the required substances, instead one would need to wrap oil cloth around it and dip it into tar or something. The same would apply to armor creation (cling cling bang bang), weapon creation (a lode of iron is heated in a forge, then hammered on an anvil, dipped into a bucket of water, then sharpened, decorated etc, and the "hammering", "melting iron", "shaping the iron", "sharpening" and "decorating" could all be procedures that would require a skill check. This does not mean that we would have "sword sharpening skill" or something, They could all go under "weapon smithing".
