A suggestion:

If you have weaponsmithing knowledge, you can learn a bit of
making a new kind of weapon just by studying an existing example of it... depending on your perception-type stats.

If you have no weaponsmithing knowledge, you cannot do that.
You must get a teacher to give you the basic knowledge.

Addenda: learning by observing is agonizingly slow. Get a teacher if you want to be good..

Yes, this I agree with. This would result in the character having a blueprint in his head about the item, and the quality of the item would be defined by a skill check that takes into consideration his skills in weaponsmithing, the type of materials used in the weapon (metallurgy?) and his perception, and the opposing force against the skill (how hard it would be to gain insight) would be determined by how difficult the item is to create.
