Possibly we should start spelling out the skills players can learn and what magical spells/runes/symbols/whatever we'd want in the game.

I'd say not yet. Magic won't be anyway the first thing what players see. Also, I'd see godly "miracles" more important than normal magic.
Nothing, of course, prevents you from preplanning some magical system, I've done preplanning already though I haven't gone as far as to actually create symbols and such.
