How will housing work? Do you buy a home? Can you build your own home (or possibly hire someone else to build it)? Can you rent an apartment?

Housing, like many other features that are taken for granted by our team, will work in as many ways as humanly possible. These include, but are not limited to, renting, building, buying, loaning, bribing, robbing, invading, and even simply staying!

Since the beginning state of each player is that of a homeless, and because many players will thus build their own house, it is completely up to the players how housing will work. Nothing concerning this will be enforced by divine might or hard-coded gaming features.

Will I be able to put locks on my door, and put stuff in a safe? Or will there be a bank, like in Runescape (Blaspheme!)? Of course, the locks can be picked, so will there be stronger, more expensive locks available?

To some extent we want players to be able to design buildings. It hasn't been worked out exactly how they would design it. But likely your building would fit with the design of the region/race you are in.

Hmm... that sounds a bit strange becouse... what if i am an elf and go to an dwarf place and want to build an orc house becouse i know how they look and really liked them?

i doubt limits will be imposed on how buildings shoudl look, just the whole roleplayig aspect to keep your character in its proper setting. :)
