Public Announcements

- Public announcements are posted on City Hall announcement boards, or some other central place. Still, only in cities.

- Public announcements are announced to the players with a slight cheat. In cities they will hear a horn blowing (or some other convenient effect), and they will get "The has announced!" in their client message window.
