As discussed in IRC, there should be a mandatory summary that would have a brief description of what the thread was about and the conclusion that was reached with the discussion. When viewing a closed thread, the summary should be shown above any messages in the thread.

A little carrot and stick pointer here.
After mod closes the thread, starter of the thread has to write the summary, until this summary is done he has no right to start new topics. ??

it deffintely should be mods only, I can imagen someone starting a thread and as soon as someone disagreed with them, closing it.

That sounds good, but before closing the thread the mdrtr should write (some kind of) conclusion or similar. This should clarify things.

mods should also be allowed to post on a closed topic, to "update" the thread if other things develop, and reopen a thread if they feel its neccessary.

I think that is unnecessary. If things develop and same (or same kind of) thread is needed to be formed, designers can always start a new thread.
Actually this has already happened in some cases. I started few new threads, like the creating items, to refresh the discussion.
We do not have to, and we do not want threads grow as large as the famous Skills thread. If we make a new one instead, there will be no over a month ago written messages (messages that are out of date as well) in threads that are just now dealt with.

it should be mods who write the summary because if we have the person who started it write the summary it would be slanted to his view. Mods should write it because they should be unbiased.
